As mentioned in page 18 of Modbus/TCP document, to get the DI ports status of CIE-H10, the Starting address should be the value of [Input Port Base Address].
It depends on the setting parameters of your CIE-H10.

To get the current value of [Input Port Base Address] of your CIE-H10, you can:
Connect ezManager to your CIE-H10 ==> I/O port ==> Basic Settings. Then you can find the value of [Input Port Base Address] in Modbus/TCP section.

For your reference, by default, the value of [Input Port Base Address] is set to 0, so that the value of Starting address(2 bytes) is 00 00.
And in that case, the request data will look like: 03 00 00 00 01

Could you please check your setting parameters and verify again?
