The Peer IP set by "PA" (Peer Host Address) command is different from the "peer ip" you see in the log.
The "peer ip" shown in the log is the IP address of the PPP server.

The "PA" command is used to set the remote host address, which is the target device in TCP/IP connection.
And according to the returned message, the "PA" command is executed successfully in your case, which means you successfully assigned the target address.

As we can see, you are using "LA" (Local IP Address) command to set EZP-250's local IP address.
On page 25, EZP-250 User Manual, we note that user should not set Local IP Address, because in general, IP addresses for PPP connection are allocated dynamically.
We recommend you to avoid using "LA" command to set the local IP address if possible.
Setting EZP-250's local IP address manually to an invalid address may lead to network issues, that could be the reason why the PPP server address is shown as "0.0.0.0" in the log.
