We would like to clarify if we understand your scenario correctly.
Do you want to use CIE-M10 to control an output, upon getting the input signal from an alarm system?

If so, you can refer to the answer below.
To use input on CIE-M10 to trigger an output port, you can use the Macro function.
This mode lets users set the values of the output ports using signals from other input/output ports on a CIE-M10.
You can refer to page 31, CIE-M10 User Manual about the description and how to configure it via ezManager.

For the pin assignments and operation voltage, you can refer to page 11, CIE-M10 User Manual.
1. For Input port:
- Low state:
+) Min VIL= -0.3V
+) Max VIL= 0.8V
- High State
+) Min VIH= 2.0V
+) Max VIH= 5.5V

2. For Output Ports:
- Low state:
+) Min VOH = 2.9V
- High State
+) Max VOL = 0.4V
