We would like to make it clearer regarding your inquiry.
First, about initializing TCP connection on EZP-250, after modem dialing process is completed, the "UP" command needs to be sent to EZP-250, followed by "TO" command.
For more detail, you can refer to page 11, 43 and 39 of EZP-250 User Manual https://www.eztcp.com/en/download/pds_files/ezp250aen.pdf.
The "SO command" is used to change the IPCP parameters between EZP-250 and PPP server.
It can not be used to make the EZP-250 to send IP configuration to the equipment as in your case.
If you want to set the remote host IP address of EZP-250, you may use "PA" (Peer Host Address) command (page 26, EZP-250 User Manual).
The command would probably be: !PA 192.168.30.2
