I took a look at the document you give.
I think you can make the system as your description: PLC <---Ethernet/IP---> CSE-M53N
There are two ways to do it:
1. Configure your PLC as TCP server , CSE-M53 as TCP Client
2. Configure your PLC as TCP client , CSE-M53 as TCP server

You can configure CSE-M53 to work as TCP client or server using ezManager software.
Please refer to page 15 to 17 of User Manual: https://www.eztcp.com/en/download/pds_files/an_ezmanager_en.pdf

On PLC side, you should find how to configure on PLC's User Manual or contact to PLC's provider.
